Ask around for the price of a finished Meta ad and the answers come back in different units. The freelancer quotes an hour. The UGC marketplace quotes a video. The design subscription quotes a month, and the AI tool quotes credits. None of those numbers is the price of an ad you can launch. Each one leaves out a different part of the job: the research, the brief, the revisions, or the right to run the clip as a paid ad.
How much does a Meta ad creative cost?
A Meta ad creative has no single price: freelancers quote an hour, UGC marketplaces a video, design subscriptions a month, AI generators a credit, and none of those prices includes the brief.
Agencies add a fifth unit, the minimum project, and none of the five converts cleanly into the others. So this page prices one thing from each source: a finished Meta ad. That means the creative, its Meta copy, a brief that says which customer it's for and why the hook should land, and usage terms that let you run it as a paid ad.

What each source publishes, and in what unit
Freelance designer
According to Payscale (234 profiles, updated June 28, 2026), freelance graphic designers in the US average $38.06 an hour, with the 10th to 90th percentile running $20.68 to $85.11.
Your quote = hourly rate × hours per ad, plus your own hours for whatever the quote leaves out, such as the brief. No source publishes how long a static ad takes, so this page doesn't guess.
UGC creator
UGC marketplace prices checked on October 6, 2026 start at $25 per video on one platform and run from $69.14 to $91.67 per video in another's packages; all three marketplaces checked include usage rights in the price.
The $25 is a creator payment, and it sits on top of a $0 to $499 monthly plan and an 8% to 15% platform fee. The $69.14 to $91.67 figures are that marketplace's own division of its packages. A third marketplace starts UGC campaigns at $100 per video, on a $500 a month plan plus a 10% fee on creator payments.
You hire the creator and you brief them. Revisions run from 1 to 10 on one marketplace and up to three on another. For a partnership ad on the creator's handle, you also request permission. Meta's developer documentation (Meta for Developers, "Partnership Ads Creation", accessed October 6, 2026) describes it: "The creator receives a permission request from the brand, which, once approved, allows the ad to be delivered."

Performance creative agency
Agencies rarely publish a per-ad price. On one large agency directory (checked October 6, 2026), creative and social media marketing firms self-publish hourly bands from under $25 at the low end to $200 to $300 at the high end, with minimum projects from $1,000+ to $250,000+. That prices time and a project, not an ad.
Design subscription
Self-serve design subscriptions publish monthly plans from $699 to $4,500, and one enterprise creative subscription publishes a $15,000 monthly minimum on an annual term (pricing pages checked October 6, 2026).
A graphic design subscription buys a month of design capacity. One service publishes no cap on requests or revisions, another limits active workstreams, and motion or video comes on some tiers only. The self-serve pages checked don't include the research, test plan or brief. Two services in these categories publish no price and quote only after a call or a sign-up.
AI ad generator
Two AI ad generators publish credit plans from $39 to $1,399 a month (checked October 6, 2026, monthly billing). One spends a credit each time you download a generated ad; the other doesn't say how many credits a video uses, so this row has no single per-ad figure.

Which quote figures didn't make the table, and why
Published UGC rates disagree because pages mix three units: a creator payment, a packaged price with rights included, and a rate card with usage surcharges added.
These figure types circulate widely and were left out:
- Agency retainer ranges and per-format price guides that quote each other or state no sample or method.
- "All-in" UGC cost as a multiple of the creator's base rate, traced to no study.
- Usage-rights surcharges and whitelisting fees from creator rate cards. They cite no data and contradict all three marketplace pages checked, which include rights in the price.
- Rate-guide averages with no study behind them, including a 2026 marketplace report seen only secondhand.
