There's no standard percentage of Meta spend for your creative budget. Published rules run from 10-15% for new creative (a DTC finance consultancy, July 2026) to 30% for creative and testing combined (a DTC agency, April 2026), and neither shows a method. Instead, multiply the ads you need each week by what your source charges.
Numbers you've been handed for what to spend on ad creative may have come from someone selling creative. This page comes from one too, so it follows one rule: every figure carries its source and date on the same line, and every derived dollar amount is labelled CreatStrat arithmetic. Table 1 runs that arithmetic at five spend levels, from $10,000 to $300,000 a month.
How much of your Meta budget should go to creative?
No survey or study we found reports creative production as a share of DTC media spend. Every creative-production percentage we found is a practitioner estimate, and none we found publishes its method. Two we found:
- One DTC finance consultancy's July 2026 post: "Net-new creative runs 10-15% of media spend." Its author calls the figures "estimates, not a single published dataset."
- One DTC agency's April 2026 guide: at $0-100K a month, "roughly 30% should go to creative production and testing spend." At "$100K+," the split becomes "10% creative production, 10% testing budget." Its stated basis is the brands its author works with.
The same agency guide also says to "allocate 15-20%" at minimum, and to "push that to 30%" under $50K a month. One source, three answers. No single reading of it is safe.
A percentage can't see the two things that set your real creative line: how many ads you launch each week, and what your source charges for them. If you write the briefs yourself, add your hours. Source prices, with dates, are in what a finished Meta ad costs. Strategist and agency prices are in what a creative strategist costs.
What does creative cost at $10k, $20k, $30k, $100k and $300k a month?
At $20,000 a month in Meta spend, the 10-15% rule comes to $2,000-$3,000 a month and one agency guide's rule comes to $6,000 including testing media (CreatStrat arithmetic from dated estimates).
How the columns are built: weekly testing purchases = monthly Meta spend × 12 ÷ 52 × 25% ÷ an illustrative $40 cost per purchase, rounded, as in how many new ads per week. Concept reads = the weekly testing purchases shown in the table ÷ 78, the count per concept that detects a 50 percent difference from a 1% conversion baseline (why 78 purchases per concept), rounded to one decimal. The CreatStrat column pairs a larger plan with a faster read. That's CreatStrat's reading, not a sourced rule, and the launch floor in the how-many post stays the same at every spend: a larger plan gives an account that reads faster more finished concepts to put through. Results vary.
| Monthly Meta spend | Weekly testing purchases (illustrative, $40 each) | Concept reads (78 purchases each) | 10-15% rule (DTC finance consultancy, July 2026, estimate) | Agency-guide rule (DTC agency, April 2026, estimate) | Design subscription, monthly plans (pricing pages checked October 18, 2026) | Freelance designer (Payscale average $38.06 an hour, June 2026) | CreatStrat plan that fits (CreatStrat's reading, not a sourced rule) |
|---|---|---|---|---|---|---|---|
| $10,000 | 14 | About 1 every 5.6 weeks | $1,000-$1,500 | $3,000 (production + testing) | $699-$4,500 | $38.06 × your hours per ad × ads a month | $299 (5 a week) |
| $20,000 | 29 | About 1 every 2.7 weeks | $2,000-$3,000 | $6,000 (production + testing) | $699-$4,500 | Same formula | $299 (5 a week) or $499 (10 a week) |
| $30,000 | 43 | About 1 every 1.8 weeks | $3,000-$4,500 | $9,000 (production + testing) | $699-$4,500 | Same formula | $499 (10 a week) |
| $100,000 | 144 | About 1.8 a week | $10,000-$15,000 | $10,000 production + $10,000 testing (the guide's tiers are "$0-100K" and "$100K+", so $100,000 sits in both; this row reads it as the second) | $699-$4,500 | Same formula | $899 (20 a week) |
| $300,000 | 433 | About 5.6 a week | $30,000-$45,000 | $30,000 production + $30,000 testing | $699-$4,500 | Same formula | $899 (20 a week), or a custom quote for more ads |
A design subscription costs $699 to $4,500 a month in every row. Advertising projects on one agency directory average $9,890.93 a month, from verified client reviews (updated September 21, 2026), whatever your spend. We found no sourced figure for how many hours a freelancer spends on a static ad, so that column stays a formula: Payscale's $38.06 average hourly rate (234 salary profiles, updated June 28, 2026) × your hours per ad × ads a month, plus your time on the brief. Whether a flat plan suits you at all is its own question: is an ad creative subscription worth it.
Is Meta's 20-30% a creative budget?
No. Meta's 20-30% figure is a testing budget, not a production budget: Meta's November 2024 guidance for Advantage+ shopping campaigns recommends 'dedicating 20-30% of your overall ad budget towards testing new ads.'
That money is media. You spend it in your own Ads Manager to put new ads in front of people. Making those ads is a separate line, paid to a person or a plan.
The two lines blur easily, so here they are side by side at $20,000 a month (CreatStrat arithmetic). Meta's range puts $4,000 to $6,000 a month into testing new ads. Meta words this for Advantage+ shopping campaigns; Table 1 applies the same range to testing spend in general (CreatStrat's reading). The 10-15% production rule puts $2,000 to $3,000 into making them. Table 1 uses a 25% testing share, the middle of Meta's range for Advantage+ shopping campaigns.
The same Meta post has two more lines worth quoting exactly: "we recommend maintaining at least 20 diversified ads in Advantage+ shopping campaigns," and "The best creative diversification leaders routinely launch new ads on a weekly basis." The 20-ad figure is about Advantage+ shopping campaigns, not every campaign type. What it means for your creative is covered in what Meta Andromeda changes for your creative.
Why do the published percentages disagree?
They measure different things. "Creative budget" can mean any of these:
- Production only: the consultancy's 10-15% (July 2026 estimate) for "net-new creative," with basic versioning put at "5 percent or less."
- Production plus testing media: the agency guide's 30% (April 2026 estimate) under $100K a month.
- Testing media only: Meta's 20-30% of your overall ad budget, for Advantage+ shopping campaigns.
- A different denominator: total ad spend as a share of revenue (one growth newsletter, May 2026). That number answers a different question from creative as a share of media spend.
Then there's the internal contradiction. The agency guide (April 2026 estimate) gives "roughly 30%," a minimum of "15-20%," and "Creative testing budgets should represent 20%+ of total ad spend" in different sections. Quote it selectively and you can support almost any number.
The bigger problem is scale. Production cost doesn't scale with media spend, so a flat percentage overstates the creative line at high spend and understates it at low spend (CreatStrat's reading). The agency guide concedes the point itself: "The production cost per asset doesn't increase 5x." Table 1 shows it. A design subscription's list price doesn't change with your media spend, while the 10-15% rule asks for $1,000 at the bottom and up to $45,000 at the top.
How many ads does your budget need each week?
Your budget doesn't set how many ads to launch. It sets how fast you can read them. That's the position in how many new ads per week: launch new concepts every week at any spend, and expect a smaller account to wait longer for each answer.
Walk the $20,000 row. A 25% testing share is about $1,154 a week. At an illustrative $40 cost per purchase, that buys 29 purchases. One concept read takes 78, so you read about one concept every 2.7 weeks (illustrative arithmetic; results vary with your real cost per purchase).
Ads per week times what your source charges is your production budget. CreatStrat is one source of those ads. CreatStrat is a software subscription that delivers finished ads every week; CreatStrat researches, plans the tests, writes the brief, and produces the finished statics, carousels, mashups, AI video, and AI UGC, each with its Meta copy. Plans are $299, $499 or $899 a month for 5, 10 or 20 ads a week, one combined price, billed monthly, cancel anytime. CreatStrat produces the finished ads; you launch them in your own Meta account.
Its AI UGC uses an AI presenter who presents the product (AI UGC or a real creator). A month on the 5-a-week plan is 20-25 ads, the same size as Meta's 20-ad guidance for Advantage+ shopping campaigns. What should arrive each week is listed in what an ad creative service should deliver, and other ways to get new ads weekly are compared in the best ways to get new Meta ads every week.
One customer describes the change:
We were spending thousands every month between strategy, designers and editors just to keep up with creative testing. CreatStrat consolidated a huge part of that workflow. We still have our internal team, but they spend far less time brainstorming and briefing and much more time reviewing and launching.

Questions about creative budgets
How much of my ad budget should go to creative? There's no standard percentage. Published rules run from 10-15% (a DTC finance consultancy, July 2026) to 30% including testing (a DTC agency, April 2026), neither with a published method. Multiply the ads you need each week by what your source charges, and budget testing media separately.
What percent of Meta spend should DTC brands put into creative production? One DTC finance consultancy (July 2026) estimates 10-15% of media spend for net-new creative. It calls its figures estimates, not a published dataset, so treat 10-15% as one input, not a rule.
How much should I spend on creative for $20k a month on Facebook ads? The 10-15% rule (DTC finance consultancy, July 2026) gives $2,000-$3,000 a month. One agency guide's rule (April 2026) gives $6,000 including testing media. Both are CreatStrat arithmetic from estimates. CreatStrat's 5- and 10-a-week plans are $299 and $499 a month.
Is Meta's 20-30% a creative budget? No. Meta's November 2024 guidance for Advantage+ shopping campaigns recommends 'dedicating 20-30% of your overall ad budget towards testing new ads.' That's media you spend testing ads, not the cost of making them.
Why do creative budget percentages disagree? They bundle different things: production only, production plus testing media, testing media alone, or ad spend over revenue. Production cost per asset also doesn't scale with media spend, so a flat percentage drifts at high and low spend (CreatStrat's reading).
Pick the ads per week first, then price them
A percentage tells you what someone else's brands spent. Your number comes from two inputs you control: how many ads you launch each week, and what your source charges for them. Testing media is a separate line in Ads Manager. CreatStrat is one of the sources in Table 1, priced next to the others.
